A world cup song from the 80`s?

When i was in primary school our teacher was a mad soccer fan and once he bought in a novelty song. I can only remember two thing : One line was the singer singing "It(s)/was a penalty!" towards the end of the song and at the end of the song it turn out hew was dreaming and his mother was waking up. It was 1984 when i heard it, but it could be older than that.Tried googling it, but get a lot of gangster crap and i dont like my odds of anyone remembering it, however if you do please let me know, even just the name or the singer.
